I've seen the posted rules on this website, state 'license required', yet someone from tarheel is claiming 'only learners permit' is required for brr. Which is the correct requirement?

If you have a learner's permit you can drive at a BRR autocross. The requirements are that you have a properly executed minor waiver, and that you are in compliance with the rules that govern your permit. In practical terms it means that the driver with the permit must have a fully licensed driver in the passenger's seat for all of their runs.
